It is quite a bit more reasonable now. And I think that some sponsors who took some rather drastic measures may wish to take a second look at some of their actions now.

The secondary producer stipulation to retain ID's also needs to go however. Instead an accurate and up-to-date reference to the primary producer simply should be enough.
