I reviewed that site a little while ago and there were ads at that time. Looks like his banner manager broke down :)

That is so that after you list it they do the redirect, virus, auto install, dialer or whatever to the site.

lol nothing wrong now.. their adserver mustve been down so it looked like they submitted a site with no ads. It did look pretty funny lol.
