What's the difference in Teen Nudes, and just Teens cats, trying figure out which ones would be best for my new teen sites.

The content will vary, so it could be solo teen stripping, a teen masturbating, a teen fucking, lesbian teens, etc..

Teen Nudes is supposed to be just solo teens - everything else can go into the old Teen category.
