I don´t think any active LLs or submitters want to have anything to do with them.

This sort of thing dosn't really work because your going to get ppl that build rubbish sites and/or don't read peoples rules then cry about the LL being dead when they're in fact blacklisted.

yeah, I´m afraid you´re right about that, but there may still be some lls that are generally considered dead by everyone.
