Trying to figure out the "general/standard rules" I.E. how many recips on the warning page, how many links per page etc.

Probably the easiest way to get a general feel for rules is look at one of the larger sites...like GreenGuys own...

Most...not all, but most other link sites are very similar and the general rules are fairly consistent. There may be some nuances specific to some lists, but you'll find those out on the fly as you read the rules pages as you prepare your submission list.

To the specific questions you mentioned...recips varies, but anything between 9 and 12 or up to 16-20 if you use carefully crafted custom recips...and you should be golden. You're allowed 3 outbound links per page...whether those links go to sponsors...or to your own hubs is up to you.

Another excellent idea for someone new to free sites is to cruise through some of the listings on the link sites you're interested in submitting to. Get an idea of what they're approving. One caveat, you may run across some sites that don't seem to comply with obvious rules. Those may be sponsor hosted sites or the link list owners own sites...so don't be too surprised by that possibility. Still, cruising through the listings can shed some light on what flies with reviewers :)

Once you've got your first site ready, feel free to post it here to get some feedback. You'll find many of the major link site owners frequent these forums and you'll get some solid advice on how to best tweak your work to get accepted |thumb
