I don't run a link list but if I ever decide to do it (the odds are extremely low.....lol), I won't have a public submission. You link list owners can help each other by sharing a list of trusted submitters privately and simply contact them and invite them to submit to your site (unless they already do). You might get a hell of lot less submissions but the amount of time you kill to look for and remove cheaters' links can be spent to make a few clean sites for your own LL. But again, what the hell do I know.
