The cgi-bin thing before the URL
 
Some TGP's I noticed have URL's on their sites like thenameoftheirsite.com/cgi-bin/at3/out.cgi?s=80&u= followed by whatever outgoing URL they link to. What's that for? Does google actually consider that an internal link or something?

Its a directory where CGI scripts are stored and executed. Most servers are configured to only run CGI scripts from that specific location for security. the example you posted is a traffic script.

That's the way their trade script works. The url that you posed is for Arrow Trade Script. TGPs will trade traffic with partners in their network the /cgi-bin/at3, etc, just handles how the traffic gets distributed.

The example you posted has out.cgi?s=80, that means that anytime a surfer clicks on a gallery link 80% of the time they'll see the gallery and the other 20% of the time they'll be sent to one of the trading partner sites.
