What is the average time of getting acceptance or negative e-mail from LOR from the day of submitting?

It's fast.
Sometimes it's within minutes, but the average is about a day, I think.
If there's something going on at Greenguy Towers then it can take a bit longer, but usually Greenguy will announce that here at GG&J.

The first free site I submitted on 8th of October. Sofar I have not got any e-mail. Maybe the reason is that I am not trusted submitter. :-)

What domain are you using to submit and for you email?

Your domain was black listed you can check it out and file an a appeal here http://bl.usefulscripts.com/blocked/

Before you even file the appeal, I'd have 5 or so free site examples that have no grammar errors to send in.
