I've had a PayPal Credit Card for a little over a year now and never used it until an ATM ate my actual bank ATM card. There was a two week delay until I could get a new one reissued so in the meantime I transferred a bunch of cash to my PayPal account and used that as an "ATM" card. It worked great, I have no complaints.

The scam was not due to paypal. It was due to someone sending out emails pretending to be paypal waiting for people to enter their username and passwords.

I too like paypal and have their new card but haven't used it yet.
