Personalized search engines are usually very different than regular search engines (Google, Yahoo, MSN, etc.) because they have very different ranking factors. For example if you do a search engine for adult website you don't have to see non-relevant website in the top results so you spend importance on the content relevancy (you give more importance to the sites containing adult content linking/and linked from adult websites). They are like huge directories because they don't require the webmaster to submit his site and select a category but they still have many results from the topic they're interested in.
Another kind of personalized search engine is "paid to search" search engines, they do pay users for searching and visiting websites in their database. These type of search engines are very rare, they don't have crawl bots and they work nearly like directories. The webmasters pay to submit their website and pay for the traffic they receive from the search engine, user gets paid for searching and visiting the website and the search engine owner earns for building a gate between the advertisers and visitors. ;)
