Isn't it a little bit outdated? ...

sorry if it's unkind but I read at least a couple years ago that link lists were no longer a way to get traffic... maybe because there were too many in the past

Not because there were too many, it's because Google doesn't like sites that don't "carry content" and link lists just link out, they don't host anything. Google LOVES the tubes (and there's a Lot of them now) because they have tons of videos right on their site so the tubes have taken much of the traffic the link lists and TGPs use to get.
