Ranking question

When a webmaster submits to my link list and it is in
queue, does my link popularity rise as soon i get the submission
or do i have to wait until I approve the submission

im not a SE expert by far but I would think it only matters when the SE bot spiders the site and reads that it is linking to you

Assuming that the site you were submitted has a link to you, it could be 1 hour or it could be 5 weeks beofre the SE spider hits his page & thus finds your link (assuming that the SE spider hits that other persons page at all)
