I may be wrong, but I don't recall seeing anything in that ruling saying "thumbnails are fine so long as they link to the original content" ... it just says that using thumbnails does not violate...

Yes, skimfree TGPs are cleaner and tend to make more money per surfer... but these days it's far easier to grow a skimming TGP and make up for it with volume.
