Nvu is graphical (based on Mozilla Composer code) but new and not so powerful yet. Quanta is not graphical but great at the html coding level.
For FTP ... gFTP
gftp.seul.org
All these programs are OpenSource and free to distribute. Gimp even has a Windows version!
