I was actually going by the %50/initial that was listed on the webmaster join page. With the site being $19.95 that gives the wm less than $10/join and no chance of making more from that sale.
If you are new to this then I would not suggest using a pay per sign model. Setting up a pps model requires a strong understanding of the different ways to make money from your site.
Most new programs start off paying %50 on initial and recurring charges. Not as appealing to some wm's but is a safer bet for getting your feet wet.
CCbill is a place were alot of the new ones start and migrate from once they get larger. Sure you have to pay the $750 but that is just an expense of a paysite anymore. And if you can not pay that then you definitely do not want to be starting a payper sign program.
