Ok, so I called the number. The phone was answered by a lovely Asian woman who said that E-Times processes payments for DTI Services.
Now, dtiservices.com is a web host. But I did find that
http://www.caribbeancom.com states this:
"A monthly membership costs $49.50 and you can cancel anytime you want. All the credit card transactions are safe and secure with
DTI Services and protected with Verisign."
And that site led me to
http://www.dticash.com/ which has a bunch of Japanese sites.
My guess is that DTI Cash pays through E-Times.
