Ask yourself these four Questions:
1. Do you live in the US or make visits to the US?
2. Is your server in the US?
3. Is the TGP/FreeSite/MGP (etc) to which you are submitting in the US?
4. Is your sponsor from which you may have received free content in the US or do you buy content from US suppliers?
Saying yes to any of these MAY require you to place a 2257 statement on your pages.
The first two questions are for self-protection as you or your server could be seized by the American authorities. Check your web hosting TOS (Terms of Services). If they allow adult content, they may require you to add 2257 either explicitly or implicitly (i.e. "customer must comply with all law, federal, state or local ... etc).
The latter two have to do with ensuring compliance for your business partners. Failure to comply on 3 & 4, may not get you thrown in jail but these people may not do business with you should you not publish their 2257 information. Sponsors potentially could refuse to pay you if they require 2257 statments on all pages made by you with their content (whether you are in the US or not).
