I used to have a dedicated Raq server. I had my own ns1. & ns2. etc. but if that sucker went down, it was totally up to me to fix it. The data center just provided the space, power and connection, and they did not monitor the server at all.
It is possible that he is on vacation and simply doesn't know that his server is down?
