First off, fixing problems after submitting won't get you blacklisted at a link list but it will at many tgps. That said, if you upload broken images and leave the html of the page submitted the same, tgps won't know the difference.
To answer your other question, yes, broken images will get you declined almost without fail, big link list or no. I know it's a pain in the ass, but you should always check all the links on every free site or gallery you build
