Playa means "beach" but the place they call "Playa" is Playa del Carmen, about 40 minutes from Cancun.
But yes, I live on the "Playa" (or as we call it when we're getting smashed, "
Playa de los Playas", LOL
) and all beaches are pretty much topless here if people want to take off their tops, including Playa, Cancun, Cosumel and my favorite place to eat lunch Island, Isla Mujeres.
