Are you talking about link swaps with other links lists?
I know I get piles of requests every week, I would imagine GG gets even more.. From my point of view I cant link to "everyone" and I am now pretty picky about who I do link to..
I also find a number of new LL webmasters expecting and asking for front page and main page links etc..

When you start out you can make some concessions, and/or offer people a little more than a page for page link swap... I know when I used to want to get a site listed on GG
(back in the old old days.) I used to put three recips up to him... sometimes more...
So offer a little more to someone you really want to swap with and you may find they are more conducive.
