since your list is new be a little bit (just a little bit) easier on your rules than the really big lists, it might help get you a few more submitters... as GG said make them based on what you would want if you were a surfer hitting your site... don't just copy and paste somebody elses rules, don't be demanding with your recips at first, allow an FPA, stuff like that that gives submitters a little incentive to start subbing to you, and as your list builds you can change the rules as you feel the need to
