you mentioned you knew C -- those two are pretty close. If I was a gambling man, I would probably focus on C# over ferite.

If you don't have much control over your hosting solution, then, use php. If you only have moderate control, mod_perl or mod_python would be the way to go. mod_python is a bit better designed, was embeddable from the start, but, again, finding people that know python is a bit tougher.

It really depends on your short and long term goals. If you have simple tasks, then you really can't beat the ease of development in php and the ability to hire guys relatively inexpensively to do things. If you use C#, you considerably reduce the size of your talent pool -- and that will raise development costs at least in the short term.
