Domain registrars can't block transfers now under the new ICANN rules. It seems Godaddy and NetSol were being bad boys, and as a result ICANN changed the rules. Make sure you leave enough time if you are transferring out though, as they still seem to try to hang on if they can. The latest trick is to block transfers if you make trivial changes before the transfer.
