If it works then ISPs will eventually start charging extra for allowing access to adult domains. Imagine every surfer that you see at a TGP has requested or paid extra to surf for porn already.
Then you'd start seeing commercials, "Get NetAdult access for just $9.95. There's no extra charge for searching sex sites".
