It's pretty tough these days to build enough traffic to a TGP without skim to trades (1%-2% isn't going to do much), unless you have a bunch of traffic you can direct there from some other sites you already have. It's a catch 22. You need traffic to attract and keep good submitters, and you need a fair quantity of regular submitters to keep your content fresh and build that bookmark return traffic. Hardlink trades and good SEO will help build SE traffic too, but it's a slow process.
