Jimmy, don't try to list your "free to join" site... make sites that FEED your free join site. Make more standard free sites and promote your free join site with them.
People are paying $.75 to $1.50 per free join now, so it is unlikely anyone will list you just for fun. It's the way it goes.
I would suggest you go out there and look at the models used by other for free sites.
