God forbid you don't move out of your house when the government tells you to.
The difference between the historical application of eminent domain and the case here is that it's not for a highway or a city building, it's for private development. So if you don't want to sell your house or business to a developer, this clears the way for the city to just take it from you and pay you whatever THEY determine is a fair price for it.
I've seen this happen for road projects, and the city basically says "we're taking X amount of your property, and this is how much money you're getting for it." If you don't like it you'll spend a shitload of money in court fighting them. This paves the way (sic) for developers to stop having to give you top dollar for your property if they want to build (to use this example) a hotel, health club, and casino. All it will take is a few kickbacks to the city council and you're homeless without even the ability to negotiate the price you'll get paid.
The following has mysteriously been in my cassette player quite a bit lately.

I give it revolution
Revolution!
You could put a bullet in my head

Give it revolution
No matter how or what you try
You can never ever make a martyr die
Give it revolution
