You might like Mozilla Thunderbird, though it doesn't do everything you're looking for (i.e., no blacklist, to my knowledge). It has controls you set up - if you get spam, right-click it, mark it as junk, and it will move to the trash folder. After it figures out your preferences, all incoming mail from those addresses automatically go to trash. It will probably do more than that - I don't know because I haven't played around with it. But I love it. Much better than Outlook, imho. And it is free.
