Movie film is 20 fps, television is approximately 30 fps, and the human eye has difficulty noticing any differences between animation higher than approximately 60 fps.

Anything under 15 fps will appear choppy. That doesn't mean 17 fps will appear smooth.

Unfortunately, video 'quality' doesn't perfectly correlate with fps. You can't just put a single number on it.
