Blogger has already introduced counter measures, just look at the top of any blog hosted at blogger. There is now a flag, visitors can use this flag to give blogger/google a hint if the content is inapropiate.
As we all know hardcore content isn't allowed on blogger. In the last few weeks i heard several people say that blogs has been removed by blogger. Maybe that's a follow up of the new 'flag' function.
