I don't know about rebuilding the whole damn area, just get the people out.
Diesel Engines do not short out... Where are the tractors from that area? 10' of water isn't a problem on hard roads. Get the farmers in there. At least they have some common sense.
In the meantime, airdrop whatever is needed. This isn't rocket science.
