Pendo, I think I can see where you are coming from. Let me answer this from 2 points of view which are both based on my personal experince.
Submitor - I have sent free sites to LL and see no traffic is sent, my gut feeling is that 'ah these guys are just fleecing me for a link'
Webmaster - I have a LL which I had to stop taking new listings on so I could complete a project. HOWEVER people still keep sending me shit, cleary via their submit lists etc.
My Conclusion - Somes times people just bite off more then they can chew and don't see what they started through to the end & or just have a massive to do list.
Lets say we all found a LL that listed the same day without fail - they would get so many submits that delays / non listings would soon be happening.
Anyhow as I say thats how I look at it, I think this is what you were asking
