I currently use Arles for anything that I want to do quickly in a batch, but you may want to do them one at a time in Photoshop for the very best results. I use a target of 5-7kb for my thumbs, but it really depends on the pics. Some pics just don't optimize that well, so you need to go with what looks best overall.
