Maybe he doesn't want to be over ruled bu the Supreme Court and he's been waiting to see who Dubya nominates. We know the newest nomination does not think that women should have legal rights to thier own bodies but I'm not sure how he sees freedom of speech but I don't think he's a good choice for a democratic society.
