Doh, I just tested, yeah, I guess those admin comments are only for me to see...
Oh well, I guess I don't have to waste my time putting them in then. The reason most users don't see a decline reason from me, is that they have my script set not to notify them of accept/decline. If you do allow notification, I can add a decline comment. If not, then I guess they'll just have to guess.
Oh and sorry for the guy I declined earlier today for using Rage Cash content I'm already using, you'll never know why you were declined.
