Well, you need to talk to your submitters and prospective submitters, and tell them why it's a good deal to submit to you. That, of course, presumes that you have set up your system so that it _is_ a good deal to submit to you.

You should have about a thousand freesites of your own already listed, and those freesites should all be sending a good percentage of their traffic back to your list, for example. The benefit you then offer your submitters is this flow of traffic. In that way you've structured your system so that it looks like a good deal to sub to your list.

If you are just going to put up a new linklist, you have to be clear about the advantages of subbing to you, and possibly offer special benefits to your best submitters. So, again, talk to your submitters.
