I can certainly see your point - obviously I wouldn't expect you to drop someone you know and trust for someone who for all you know could submit and then (in an extreme case) use every trick in the book to cheat.

To be honest, looks to me like it's impossible for the 'new guy' as far as your site is concerned. Which is fine, it's your site and let's face it you can list who you want.
It's a pity that there isn't a way you can accept submissions from your loyal and trusted submitters, and at the same time slip in some new submitters in from time to time - or maybe you already do.
Naturally I realize it's supply and demand - and there is quite clearly far more demand for listings on Shemp than there is supply - but the same is probably equally true of some other large TGPs I can think of and they seem to find a way to include new submitters. Maybe they don't have as many existing loyal submitters as you do, I don't know.
One thing's for sure - doesn't look like I'm ever going to get a gallery listed with you!
