Since a link list stands a chance of earning a buck from listing a hosted free sites, should the rules for getting listed be different as compared to those from submitters?

I am not picking on the folks quoted above but using their words to show a possible trend developing - one that needs to be stopped early on. If not, link list owners can expect from sponsors providing hfs' over-templated sites filled with blind links, etc.
