Couple things regarding submission process. Some time ago, the daily submits number twice exceeded the daily accepted sites number. Editors have daily limits to accept sites in most competitive categories (see information at the bottom of
http://www.penisbot.com/top_listing_secrets.html ). Also, editors analyse the quality factors by the site: content quality and originality, submits history, even list of link sites accepted current submussion, etc.
If submission pass the formal rules, but we already accept enough sites in particular category, we just don't accept it.
