sabin - it depends on how long that other site has had the links up - Google only really updates the backlinks display using the link: command every three months or so these days
Also keep in mind that Google will never show all of the links pointing at your site - its just a sampling of some of them - you would need to use Yahoo to see all of the backlinks pointing to you.
