Your wrong about Mexico Sir Moby, the law might/will turn their backs if the right people have recieved payola for anything, including photographing underage girls. A girl can marry at 15 but can not get licenced as a sex worker untill 18. It's illegal in some States like Baja to photagraph hardcore (penetration) at any age.
I know some sick fucks have gotten away with photographing kids in Mexico but if caught they would be Pedro or Ponchos Bitch for the next 20 or 30 years
