It is because you guys in Oz (as well as Western Europe) use PAL, We in the US and Canada use NTSC...
The US versions of WMP does not handle the PAL speedup well while streaming, it ignores the added 90 visible scan line PAL produces.
Thus it streams a smaller movie, but if we download the movie we get the complete version including the added scan lines. Quicktime handles streaming video different and there are not different versions of quictime by international regions.

An added note, anyone that gets 11 secs on first viewing..watch the whole thing and close WMP. Then click the movie link again...it will now show them as 16 secs because they have been downloaded into your cache thus no longer are streaming
