what's "Barely-Legal Biden for President" about?

The 'barely-legal' part is a reference to Article I, Section 3 of the U.S. Constitution, which says a senator must be 30 years of age. Joe Biden was sworn in as a U.S. Senator at age 30, but he campaigned for the job at 29.
He's been reelected 5 times since 1972, when he was first sworn.
Unfortunately there doesn't seem to be a video clip or transcript of Bill Maher's show available, but some facts are here...

Imagine having a president who's also been an adjunct professor, teaching a seminar on constitutional law for the last 15 years.
In his spare time. Instead of clearing brush at the ranch.
This might be a chance to get someone in the job who has been trained to think.
One thing mentioned on Bill's show was how it's been said the Biden's weakness is that he tends to talk too long. Bill's comment on that was that it was a good thing, and that he hopes Biden keeps doing that, because some things take more words than you can put in a 30-second soundbite.
I wish I could point you to somewhere that you could see how he handled himself on the panel, but since I can't, I'll just say that I came away from watching it thinking that Biden has a more complete set of clues than I've seen in a politician in a long time.
And yes, his direct answer to the first question really did set the tone for the rest.
