this has been discussed a few times...I think that the general thought is to sell to the lowest common denominator. If you make your sites at 800,
everyone will be able to see it properly. There are still lots of people that surf at 800x600. I think you'll see this rule change eventually, though.

you have to remember - LLs and freesites are two different things. LLs don't have to conform to any rules - you're not really trying to generate traffic to it by submitting it, so it doesn't have to.
