Directory, LL or TGP?

I'm new to this board and need some advice. I have a few websites, but none are adult.

A few years ago I registered an internationalized domain name (IDN, non-ASCII characters) in Hebrew.
Netscape and Firefox have been supporting IDN’s for some time now. Microsoft IE7 will support IDN’s in the near future. It looks like now is the time to develop the site.

The domain name is sex.com ( “sex” in Hebrew characters). Cannot get better than that! The domain name is getting type-in traffic right now, with “sex” in Hebrew searched the most in Israeli search engines.

My questions are:

1. What would be the best way to develop this site? Develop as Directory ,LL or TPG?

2. Does Israeli traffic generate sales? I was told that pay sites don’t do well with Israeli traffic. Does anyone here have any experience with visitors from Israel?

I was considering developing it as a Directory/search engine, and once it generates enough traffic introduce ads and sponsored links.
