I dont know why anyone gets surprised by this - its what they were supposed to be doing for the last 10 years that they didnt do - and got congress to start looking at the laws again - and finally led to the stupid re-issuing of stronger laws last year.
If a producer keeps the records they were supposed to over the last years, they just go through a standard inspection and go about their business - no big deal.
