I'm with DamageX on this one - if you're not hitting 500 gigs a month, there's probably no need for a dedicated server.

As far as the SE/IP thing, you can probably ask your current host if they can give you static IP's for your domains - I assume they'd charge you a $1 or 2 per month sicne it's not a dedicated server, but that's probably worth it
