I'm not in review mode at the moment but you are not alone. Anything that closely relates or infers to something that is not legal gets an instant decline.

I think you will probably see most of your sales coming from the North American, Uk and AU market. In the United States a price is listed as $1.95 not 1,95$.
I don't think it will get you declined at most places but you did not declare a document type. Reviewers use different browsers and by not declaring a doc type you increase the risk of the site looking other than what you intended.
