I'll be honest. It never occured to me to use that merged account number, but I saw a webmaster do it on a link list. That got me to thinking... is that what you're supposed to do??? That seems like it wouldn't work.

CA = Affiliate ID
PA = Webmaster Account
Do not use the merge account number in your link(unless you are promoting them), always use the "Webmaster Account ID" to the site you are promoting.
You can see these ID in your CCBill account under "Tools".
